Osborne boxed in by austerity on budget day

LONDON (Reuters) - Chancellor George Osborne faces the daunting task on Wednesday of delivering another austerity budget to a country impatient with near-zero growth.

The chancellor of the exchequer, as he is formally known, will make more cuts to day-to-day public spending as he tries to free up some cash for investment. He is also likely to announce another round of weaker economic forecasts.

Despite a slump in opinion polls, Osborne and Conservative Prime Minister David Cameron are sticking to their push to fix Britain's budget deficit and rising public debt, hoping for a recovery before they fight for re-election in two years time.

Cameron's spokesman prepared the way for another round of belt-tightening, saying on Tuesday that the country still faced "an unprecedented peacetime economic crisis", more than four years after the near collapse of the banking system.

Committed to fiscal austerity, Osborne may seek to get the Bank of England to do more with monetary policy to mend the weak growth that has knocked the government off its fiscal targets.

When the government took office in 2010, the budget deficit was a hefty 11 percent of gross domestic product (GDP), hammered by a global economic slump and years of over-reliance on London's giant international banks to provide tax revenues.

Britain's independent budget watchdog at the time predicted the deficit would fall to 1.1 percent of GDP by 2015-16, in part due to the tough cost-cutting measures laid out by Osborne.

The deficit in the fiscal year ending this month, on a like-for-like basis, is likely to be 7.7 percent of GDP, the watchdog said in December, among the highest in the European Union.

Rather than grow by nearly 3 percent this year - as forecast in 2010 - Britain's economy may be back in a recession again, while rising inflation is hurting households.

GROWTH QUANDARY

The government puts much of the blame on the crisis in the euro zone, Britain's main export market. The opposition Labour Party shows no mercy in hammering Osborne for his austerity.

Some inside Cameron's coalition are now showing unease. The Liberal Democrat business minister has questioned whether markets would punish Britain if it borrowed to fund growth.

Business leaders largely agree that fixing Britain's fiscal health should remain a government priority, for now. But John Longworth, head of the British Chambers of Commerce, thinks the government might need to reverse course and borrow more if there is no prospect of growth within six months: "It would be a sort of defibrillator approach to the economy," he said.

Osborne will announce on Wednesday that some government departments will have to cut spending by a further 1 percent in each of the next two financial years, on top of previously announced cuts to ministerial budgets, to provide an extra 2.5 billion pounds for investment.

"If this is the only additional investment in infrastructure in the budget, it will be a huge disappointment," said Chris Leslie, a Labour finance spokesman.

Other budget measures will include tax breaks to help working parents pay for childcare from 2015. There might also be further cut to corporate tax rates and an increase in the tax-free allowance for individuals' incomes, local media have said.

With little sign of strong growth any time soon, Britain could suffer further downgrades of its credit rating. Moody's stripped Britain of its prized triple-A rating last month.

CENTRAL BANK

Many in financial markets will pay most attention to what Osborne says about the Bank of England's remit. He wants the central bank to do more to boost growth on top of the 375 billion pounds it has spent on buying government debt. It has also cut interest rates to a historic low of 0.5 percent.

Osborne may announce a review of the Bank's official remit of targeting inflation of 2 percent, or take the bolder step of making growth less of a secondary objective for the governor.

The pound has lost about 7 percent of its value against the dollar so far this year. Much of the fall is due to speculation that the Bank might be encouraged to pump more money into the economy, either before or after its new governor, Mark Carney, arrives from the Bank of Canada in July.

Former monetary policymakers say any changes to the British central bank's remit must be made carefully.

Charles Goodhart, who served at the Bank from 1997 to 2000, argues that its flexible approach to fighting inflation had worked well for the past two decades. "Changing a long-term regime for short-term purposes would be undesirable," he said.

  • What limits should be set on privacy settings? Facebook and Internet browsers are equipped with privacy settings. As a parent, it is important to review these settings and determine what limits are appropriate for your particular household. There is no magic combination that will work for every family. Instead of setting privacy limits without your children's knowledge, be honest with them about their options online. Many mobile devices are also equipped with cell phone monitoring capacity. If you are not familiar with these options, talk to your cell phone provider and fellow parents before you purchase a mobile device for your tween or teen.
  • Is a parental intelligence system appropriate? Some parents opt to purchase parental intelligence systems for Internet and cell phone monitoring. Some software allows for extremely close monitoring, such as viewing the exact keys that were typed, the time that was spent online, and a log of all computer activity. Again, as a parent, you must decide if this is an appropriate option for your family. Some children are very forthright with their online and mobile activity and may not require such measures.
  • How can you manage social media and cell phone monitoring with ease? One of the most successful measures for managing your monitoring is learning your child's routines. This includes the times that he uses his computer and mobile device, the sites and applications that he frequents, and any other components that are part of his regular technology routine, such as listening to music online. It is easier to spot a potential problem when you are familiar with normal activity.
  • Should you set ground rules? Absolutely. It is definitely a good idea to set ground rules for social and mobile use for any family. Tweens and teens will be more appreciative of rules if parents are upfront about the personal expectations for the entire family and stick to them as well. For example, a family may come to the consensus that no one is allowed to send text messages during family meals. Parents can start by setting the example and upholding this rule themselves.

Also, I have heard from multiple parents that using a parental intelligence system to keep their children safe online actually makes relationships in the household much better. For example, we heard a story about a user that noticed that her daughter and her boyfriend hadn't texted each other in a few days. ?Instead of letting her teenage daughter continue to be depressed about the situation, the parent confronted her that she knew the daughter and her boyfriend were having a fight, and they were able to talk through the problem and resolve it.

Carnival Legend returns in Florida

The latest in a series of beleaguered Carnival cruises made its way back to port early Sunday, capping a harrowing week for passengers aboard several troubled ships.

The Carnival Legend arrived in Tampa, Florida, hours ahead of schedule Sunday morning after propulsion system problems hampered its sailing speed.

The company had to nix a scheduled stop on Grand Cayman because of the technical difficulty.

But Carnival Cruise Lines said the Legend is still scheduled to head out for its next voyage on time Sunday afternoon while technicians continue working on the repairs.

"The ship is expected to operate its normal itinerary with the exception of one port -- Grand Cayman -- which is being replaced by Costa Maya," Carnival said in a statement. "Any guests wishing not to proceed based on the change to one port of call have been given the option of canceling and receiving a full refund."

The company stressed that all safety systems, steering and hotel services were functioning normally.

But dismayed vacationers from the Legend's last voyage vented their frustration.

"Passengers are now really pissed off," passenger Rob Bonenfant said via e-mail before the ship's arrival. "Mood on the ship is getting worse among passengers, captain is giving limited information."

Carnival Dream: Stuck in the Caribbean

The Legend's malfunction is the latest in a growing list of woes for the travel company. In the past month, three other Carnival cruise ships have reported problems.

EU's Ashton urges caution on lifting arms ban for Syria rebels

BRUSSELS (Reuters) - The European Union's foreign policy chief urged caution on Saturday about a Franco-British drive to lift an EU arms embargo to help rebels in Syria, questioning the impact such a step might have on attempts to reach a political settlement there.

Other EU governments rebuffed efforts by Paris and London at an EU summit on Friday to lift the Syrian arms embargo to help opponents of President Bashar al-Assad, although they asked foreign ministers to discuss it again next week.

EU foreign policy chief Catherine Ashton said the EU needed to think "very carefully" about French and British arguments that lifting the embargo would encourage Assad to negotiate.

The EU should also consult U.N. mediator Lakhdar Brahimi and Moaz al-Khatib, head of the opposition Syrian National Coalition, about impact lifting the embargo might have on their efforts to start talks to end the Syria crisis, she said.

"What we've got to make sure of is anything we do does not make that (work) harder," she said, speaking at a conference organized by the German Marshall Fund of the United States, a group committed to strengthening transatlantic cooperation.

Germany led opposition to the Franco-British move to lift the embargo to help the rebels after two years of civil war that have killed 70,000 people, according to U.N. estimates.

Opponents argue that arming the rebels could encourage Assad's backers, Russia and Iran, to step up weapons deliveries to the government, fuelling an arms race, and they also fear that weapons could fall into the wrong hands, such as Islamist militants in the rebel ranks.

Ashton said she had told EU leaders at Friday's summit that they must think through very carefully the implications of lifting the arms embargo.

"Would putting weapons into the field make it more or less likely that others will do the same? What would be the response of Assad based on what we know about his response so far? Would it stop people being killed or would it kill people faster?" she said.

Although Ashton did not mention it, Western governments are concerned about chemical weapons the Syrian government is believed to hold. U.S. President Barack Obama has warned Assad he would be held accountable if such weapons were used.

EU diplomats think it is unlikely France and Britain will be able to persuade its EU partners to back lifting the arms embargo to help the rebels, a decision that needs unanimity. But a compromise allowing some increased aid to Assad's opponents might be possible before current sanctions expire on June 1.

Ashton, a Briton, said there was "no possibility" of her staying on for a second term as EU foreign policy chief after her five-year term expires at the end of next year.

"It needs to go to someone else now," she said.

Apple adds new webpage, sends out emails telling us why people love iPhones... more than other phones

Apple has updated Apple.com with a new page, and sent out an email campaign, aimed at telling us just why people love iPhones... and why competing phones just aren't as good. The timing, so soon after Samsung announced the Galaxy S4 is certainly interesting, and feels like it marks a shift in Apple's strategy towards the more aggressive, more competitive product marketing. Apple did a lot of this in the "Get a Mac" days with their "I'm a Mac" and "I'm a PC" character commercials, but it hasn't been a major focus of their mobile campaigns until now.

Mixed into the new webpage and mailer, are lines like:

Every detail and every material ? particularly the sleek aluminum enclosure ? has been meticulously considered and refined.

The Galaxy series is, famously, plastic/polycarb and not generally considered to be as high quality plastic/polycarb as HTC or Nokia uses.

Yet [the Retina display] remains a feature found only on iPhone and other Apple products.

Other companies have fielded larger, denser screens. Apple might be referring to technology like the in-cell display and the individual color calibrations to make an overall case for their displays.

Given how Android still isn't optimized for interface, if interface is important to you, then sure it does.

And while other smartphones simply tout large amounts of megapixels, taking great pictures is about so much more.

Some smartphones tout large megapixel counts. The HTC One has "only" a 4-megapixel camera but the sensor is 2 micros, which is huge for light gathering, and it has OIS (optical image stabilization) so it can keep the aperture open longer on stationary objects and collect more light . Nokia's Lumia 920 does similar. Oversampling is where they're going.

The iPhone 5 has an amazing camera, arguably still the best camera in mobile, and at a size so thin it's literally a miracle of engineering, but others have also broken the megapixel bad habit.

With iPhone, all that [media and app] content comes from one source: Apple. [...](Other mobile platforms have a myriad of fragmented store options, resulting in availability issues, developer frustration, and security risks.)

This is the malware knock on Android, which is mostly a problem for those who steal apps from untrustworthy sources. Amazon does have their own Android app store, however, and there are issues for developers given the enormous diversity of the Android device catalog. Every benefit has an associated drawback.

Every iPhone comes with support from real people who know everything there is to know about iPhone and iOS ? people you can call at 1-800-MY-APPLE or speak to in person at your favorite Apple Retail Store whenever you have questions or concerns. With other smartphones, you?re not sure where to go for help. Call the manufacturer, and they tell you to call your service provider. Call your service provider, and they tell you to contact the OS developer. Getting answers shouldn?t be that hard. And with Apple, it never is.

This is the nuke in Apple's current arsenal. You can walk into an Apple store with a busted phone, and thanks to AppleCare+ and iCloud, you can walk out again a few minutes later with a brand new phone that's also exactly your phone. No one else is doing this because no one else has the retail footprint Apple has.

The stuff up top is interesting, but for any mainstream customer who lives anywhere near an Apple Store, this is the real reason why you should love the iPhone most right now.

Apple's never been the marketshare leader in smartphones. Nokia and RIM had a huge lead when the iPhone launched, and Android has the lead now. Apple is and remains the profit-share leader, but for the first time they're engaged in a real battle for mainstream mind share. The Galaxy S4 might be the first phone to get as much attention as the iPhone.

Some might find this new campaign defense or reactionary. Maybe. Either way, it's a shift, and that's exciting. A scrappy Apple is going to be fun to watch.
