The Dynjeeling Limited Part 4: The Final Chapter | Dyn Blog
(Dyn Chief Scientist Tom Daly recently traveled to India looking for a new DNS data center. Check out Part 1, Part 2 and Part 3.)
Mumbai, the Indian city often associated with Bollywood films, is located on the west coast of India. Formerly known as Bombay, Mumbai is the most populated city in India with more than 20 million residents claiming the metropolitan area home. Mumbai is the capital city of the state of Maharashtra.
As Mumbai is the landing site for a variety of undersea cables, it represents a strategic hub for Internet traffic in India. Combined with Chennai, roughly 50 percent of the country?s Internet traffic enters and exits through Mumbai. The undersea cable systems extending from Mumbai give India a reach to Dubai, Egypt, France and the UK.
Network Infrastructure in India
It?s important to know the background of India?s primary telecommunications operators, which at one point were all government operated public sector undertakings in India:
- VSNL (Videsh Sanchaar Nigam Limited) ? India?s government-operated international telecommunications operator, now privatized by Tata Communications.
- BSNL (Bharath Sanchar Nigam Limited) ? India?s most well known government-operated fixed wire line service provider for dial tone and residential broadband services.
- MTNL (Mahanagar Telephone Nigam Limited) ? The same as BSNL, but focused only on the markets of Mumbai and Delhi.
Beyond these government-operated entities, there are other private, nationwide ISPs in India, including, but not limited to:
- Bharti Airtel ? Providing ADSL, GPRS and 3G services throughout India.
- Reliance Communications ? Providing ADSL, GPRS, 3G and metro Ethernet throughout India.
- D-VOIS ? A broadband cable provider.
- Sify ? A broadband cable provider.
- SpectraNet ? A broadband cable provider.
- Vodafone ? GPRS and 3G
Together, these networks form the majority of fixed wire line services throughout India, with other providers such as Aircell, Idea, MTS and DoCoMo providing mobile broadband services. By analyzing BGP path data from Renesys Routing Intelligence and Hurricane Electric?s BGP Toolkit, we are able to drill into the provider relationships throughout India to isolate what we consider to be the most important, most captive networks in India.
I saw some interesting and varied levels of physical network engineering in India and not all of it was pretty. For one, the same standards to protect the physical network that we are used to in the United States are not in place in India. I witnessed significant amounts of cable bundle running above ground, fiber optic lines strung through trees and fiber splices protected from the environment by water bottles.

In data centers, the quality of cabling between ISP hand-off racks to the data center itself left much to be desired (I?m a bit of a cabling fanatic), to the extent that one data center now mandates that only their own staff is permitted in ISP patch rooms ? because they are sick of some of the messes too!
It?s a cause for concern to me and it?s why Dyn will be getting multiple backbone connections at our future POP.
From a routing perspective, a particular challenge of India is getting consistent routing and latencies between points based upon which side of the country traffic exits.
From testing on the ground in India back to points in the United States, I tended to see a latency of 300ms via Mumbai to the US East Coast and a latency of approximately 300ms via Chennai to the US West Coast.
This sheer differential of routing is a cause for concern as the difference in pure capacity between Atlantic and Pacific cable systems on various networks is a wide gap.
When disruptions occur due to various environmental situations (tsunamis, underwater earthquakes, ships dragging anchors), routing in India can be significantly destabilized and it?s something Dyn is taking into consideration as we build out our DNS data replication path from our core sites in Newark, NJ and Sunnyvale, CA, into India.
In the same light, I don?t want to sound critical of India?s Internet. It?s a different set of circumstances ? geographic, economic, and financial ? than I am used to in the United States. In my experience from various hotels, restaurants, and airports, the Internet was very accessible, available and reasonably fast.
India?s particular challenge as its Internet grows is getting content localized to users. With 300ms of latency back to the US, TCP bandwidth is limited, meaning a slower user experience for users.
Content and ecommerce operators will need to make a conscious decision to bring their sites to India and be ready to play with the realities of the market in India ? one of the reasons Dyn is deploying an in-country POP.
Conclusion: Where?s Dyn Going?
In my 10-day tour of India, I visited major cities including Chennai, Bangalore, and Mumbai. We searched for the Internet hubs ? cities with good network connectivity, power infrastructure and data center space. We visited 15 different data centers, each with a different approach on providing physical security, rack level power and Internet bandwidth. We explored the peering relationships between ISPs in the country and how traffic enters and exits the country.
At this time, we?re pretty sure we will be placing our first India POP in Mumbai on the west coast of the country. We had originally thought that Chennai would be our first location, but after surveying the available service options, Mumbai is able to offer us a more stable power service than the other cites are able to.
Combined with a semi-aging data center infrastructure in Chennai and Bangalore and with major data center build-outs occurring in Mumbai, we have located a few candidate data centers in Mumbai that we would be happy customers at.
We?re now finalizing telecommunications quotes to gain access to the important networks of India and then we?ll begin our deployment. We?re looking forward to bringing our Managed DNS services to India, so, keep an eye on our Anycast Network Map for updates!

World Bank chief pledges support for Ivory Coast, urges true peace
ABIDJAN, Ivory Coast (Reuters) - World Bank President Jim Yong Kim on Tuesday expressed support for Ivory Coast in his first visit to the West African nation and said he was confident the country could successfully rebuild from post-election violence as long as there was lasting peace.
"I am here to express my strong strong support for this country, its people, and the leadership," Kim told a joint news conference with President Alassane Ouattara.
"We need Cote Ivoire to be successful and as long as Ivorians choose peace ... we are certain that Cote Ivoire will have great success in the future."
Ouattara welcomed the World Bank's continued backing for his country and without elaborating said he had asked Kim, who took the helm of the global development lender two months ago, to substantially increase funding to Ivory Coast. The country is plagued by high youth unemployment, increased poverty and huge infrastructure needs.
World Bank funding to the world's biggest cocoa-growing nation is currently around $1 billion and any increase in lending would come from the Bank's fund for the world's 81 poorest countries, the International Development Association.
Ouattara said economic growth in Ivory Coast would likely be above eight percent this year and reach double digits by 2014. He said he hoped his country would reach emerging market status by 2020, alongside India, Brazil and South Africa.
"I have great hope for this country," Kim told reporters. "All around me today I could see the dividends of peace and I want to congratulate everybody in this country for being committed to a peaceful path forward," he added.
Ivory Coast has started showing signs of revival since the end of violence last year, which erupted after former President Laurent Gbagbo disputed a late 2010 election result that showed he had lost to Ouattara.
The violence, which killed 3,000 people, continued even after Gbagbo was captured and transferred to The Hague to stand trail at the International Criminal Court on charges of crimes against humanity.
Now the world's top cocoa grower is struggling to cope with a spate of armed raids this month on police and military installations, raising fears of renewed instability.
Earlier on Tuesday, Kim visited a World Bank-funded youth training center, where students include ex-combatants.
Kim again expressed hope for lasting peace.
"You have been through difficult times and I know that you are now just in the process of recovering," he said. "What you are doing now - getting an education, learning skills - this is critically important not just for the future of your country but for the entire region."
During his first day on the trip, Kim focused on hearing about ways in which the World Bank can help Ivory Coast rebuild and address the challenge of high unemployment, especially among youths.
The youth training center is an example of how the World Bank and the private sector can support government efforts to develop skills training for unemployed youths.
An estimated 60 percent of those between the ages of 15 and 35 are unemployed or underemployed in the Ivory Coast. One in two young adults in these age groups is underemployed.
The Chamber of Commerce estimates that the post election crisis caused the additional loss of between 80,000 and 120,000 jobs in the private sector.
Kim, the former president of Dartmouth College, an Ivy League school in New Hampshire, reflected on his personal story as the son of immigrant parents from South Korea who moved to the United States when he was 5 and how he benefited from a good education.
He shared high fives with students as he posed for a group photograph, wearing a white sports cap given to him by the training center.
"Born in a very poor country I was committed to my studies and now I'm the president of the World Bank. All of you too can be president of the World Bank," he joked with students.

Congress Considering Bill to Allow Motorized Vehicles in Wilderness Areas
Dear EarthTalk: I understand there is an effort underway to allow all-terrain vehicles, snowmobiles, motorbikes, motorboats and other motorized vehicles into wilderness areas, which would overturn a long-standing ban. What?s behind this??Harry Schilling, Tempe, Ariz.
A new bill making its way through Congress, the Recreational Fishing and Hunting Heritage and Opportunities Act (H.R. 2834), aims to make federally managed public lands across millions of acres of Forest Service and Bureau of Land Management property more accessible to hunters and anglers. And a key element of the bill calls for allowing motorized vehicles and equipment?as long as they are used for hunting or fishing?into these areas. Leading green groups are outraged because this would undermine 1964?s Wilderness Act which expressly bans motor vehicles on these last wild vestiges of untrammeled American land.
According to the non-profit Wilderness Society, the motorized vehicles provision ?would result in the destruction of the very wilderness values that millions of American hunters and anglers cherish.?
?The practical effect could be to open all designated wilderness areas to all-terrain vehicles, snowmobiles, motorbikes, motorboats, chainsaws and other motorized vehicles and equipment?? warns Wilderness Society president William Meadows in a letter to Congress. He adds that buildings, towers and temporary roads could even be built in currently pristine stretches of wilderness if the proposed bill becomes law.
But what?s most troubling to Meadows and others is language in the bill saying that ?any requirements imposed by [the Wilderness Act] shall be implemented only insofar as they facilitate or enhance the original primary purpose or purposes for which the federal public lands or land unit was established and do not materially interfere with or hinder such purpose or purposes.? Meadows fears this could be construed to allow road building, timber cutting, mining, oil and gas drilling and other development in our remaining wilderness areas.
Another beef environmentalists have with the bill is that it would exempt decisions made or actions taken with regard to hunting and fishing on federal lands from federal environmental review and public disclosure regulations established under 1969?s National Environmental Policy Act (NEPA). The Wilderness Society reports that this part of H.R. 2834 would keep the public and concerned parties out of decisions to compromise the integrity of wilderness but also other types of protected lands.
First introduced in the house last September by Michigan Republican Dan Benishek (with 45 bi-partisan co-sponsors), H.R. 2834 made it through the House Natural Resources Committee within three months and is poised for a full House vote later this spring. If it passes there, the Senate will take up a companion version, S. 2066, sponsored by Alaska Republican Lisa Murkowski and West Virginia Democrat Joe Manchin. Depending on how it plays out, the bill could be on the President?s desk by the summer.
?Recreational fishing and hunting are important and vital recreational activities on our federal public lands,? concludes the Wilderness Society, ?but the anti-Wilderness provisions of H.R. 2834 should not be allowed to become law.?

Isaac's remnants bring rain to East Coast

The remnants of former Hurricane Isaac brought heavy rain and strong winds?-- and the risk of localized flash flooding -- to the East Coast of the U.S. overnight Monday and into Tuesday, The Weather Channel reported.
Torrential downpours were forecast for the Northeast and South Atlantic states, while thunderstorms were possible across the Midwest.

It follows a humid, damp and windy end to the Labor Day weekend in many parts, including Delaware, where strong thunderstorms and winds of up to 60 mph ripped through Kent County, Del.,?on Monday, damaging homes, according to NBCPhiladelphia.com.
The Weather Channel said the turbulent weather was caused by the merger of the remnant low pressure of former Hurricane Isaac merged with a frontal boundary across the Midwest.
?That low and that front are still with us, and will be poking into the Northeast by Wednesday,? wrote the Weather Channel's Nick Wiltgen.
?They'll interact with rich tropical moisture to bring the threat of tropical downpours up and down the eastern seaboard Tuesday and Wednesday.

He added: ?In the Midwest, a second frontal boundary will interact with jet stream disturbances and plenty of warm, unstable air to bring daily chances for thunderstorms. Some of those may turn severe.?
Around 20 homes in Camden, Del., were damaged during Monday?s storm there. Those who saw it coming ran into their homes and ducked for cover.
?"When we went in, I shut the sliding doors and something hit the house so hard and we just dropped to the floor," Jean Hanacek told NBCPhiladelphia.com. "My whole garage is gone and my two cars are in there."
